Would it be possible to set it up so that if you have more dozer's pushing on a smaller group of dozer's, then the larger group would move the smaller group?

It would, and it would be interesting to try it, but it'd also be a mistake to make any changes to the basic rules of the Rubicon universe, as this could alter the behaviour of existing machines and puzzles. I could possibly add a stage of "pick your laws of physics for this level" functionality, but there's not enough reason to do so, yet.
