I'm afraid I don't understand what you mean by "special cargos."  Is this a machine for counting zeros, or is there something more I'm missing here?

It`s a machine for counting letters (or anything you want) (althrough with so many counting cargos it jams). They are converted to zeros, then to ones and then added to number of cargos passed.

Normally I'd use something similar in concept to colcolpicle's design.  Variants of this have been around for a while (they're the critical component of a several other devices), some of which are much more efficient in terms of both space and time.  See gygyguf for a cleaner version of colcolpicle's design.
